Single mom, 2 kids, deadbeat dad only good to watch kids while I work?

I work pt and school pt, have a 3yr old and a 6month old baby. Thought father would pitch in and step up to the plate, want to ask him to leave but can't afford child care. He contributes 0. I have tried to get help through Social Service but they say leave a message and we'll get back to you, and they don't. How can I get someones attention to get help, don't want to go 100% istance, just some daycare would help. Any suggestions out there?
