Help with bridesmaids and maid of honor.?

So I thought I knew who I wanted for my maid of honor, and barely had my bridesmaids picked out. I had a general idea of who I wanted, but hadn't asked anybody. Well the person who was supposed to be my maid of honor is moving between where we live and Florida, and we got into an argument, which has happened in the past so it isn't a surprise. I also have no sisters and aren't really close with my cousins. && I'm not real close with a lot of my girlfriends since my life has been a lil busy lately. [Traveling between home and the base my fiance is at.] My fiance has his best man and groomsmen picked out already. His brother, and two closest friends. So therefore I need my maid of honor and two bridesmaids. He mentioned something about using his brother's wife so therefore they could dance together at our wedding. They live in Hawaii and are coming back for our wedding, so therefore I've never met her. I need help on who I should use! Also, would it be weird if I asked my friend who I haven't gotten to see a lot since she's been busy with college and her b/f to be my maid of honor?
